Obviously, the judicial system and laws are a reaction to the suffering that would happen if we just sat back and let thieves, rapists, slavers, etc. run rampant. To claim "you need a god for there to be morality" is to claim that without a god, we'd just sit back and let someone break into our house, take our stuff, rape our families, and torture us, and there'd be no police forces, jails, courts, laws, or governments. This is obviously not the case, therefore, a god is not at all a prerequisite for moral truths.
