Second, arguing that Dawkins can't say that God displayed them because he doesn't believe that that God exists is technically correct, but of course that's not the point; the point is that that God is *depicted as* having displayed them in the Bible.
Third, evolution is not an agent, acting according to choice. Its having some awful results is not something it can be morally blamed for, because moral blame only attaches to moral agents--like the putatively existent Abrahamic God. I should think that that would have been obvious to the author, who is apparently well-educated.
Fourth, God is often depicted as morally perfect, so the moral imperfection of many of his actions--the monstrosity of many of them--can be held against him; evolution is not depicted as morally perfect.
Fifth, the lack of objective morality does not mean that we humans do not judge morality. We do. And most of us would judge genocide, mass slaughter, and commanding mass slaughter to be morally wrong. Monstrous, even. If you yourself do not make moral judgments--oh, OK, then God and evolution are on a morality-less par. But in that case, I don't want you living in the same society I live in.

I want to be on the record saying I was dead wrong. I admire the intellectual courage it takes to test your reasoning in Thomism's hornet's nest.
